The Monitoring committee for the Regional Council’s commitments (COSER)

The New Coastal Road was declared a Public Interest Project (PIP) on 7th March 2012, following a public enquiry at the end of 2011.

During this process, the idea of a monitoring committee for the project was proposed, particularly by :

• The environmental authority (the Minister of Ecology) who recommended setting up a monitoring committee to include, notably, qualified members not connected with the Project Management. The Committee is to be regularly consulted about all the environmental issues connected with the project.

• The Enquiry Commission recommended setting up the Monitoring Committee and gave more indications on what the environmental authority was expecting from it, first of all in terms of effective participation, but also in terms of the fields of competence of the members who will be selected to sit on the Committee. It will be composed of a wide selection of organisations and persons affected by the construction of the safe new road linking up Saint-Denis and La Possession.

The objectives drawn up by the Regional Council for this Committee include monitoring the environmental commitments, and, more widely, the socio-economic commitments made by the contracting authority. The monitoring process will, notably, be based on a summary report of the commitments made.This document, called the Commitments of the Contracting Authority (DEMO), will be the roadmap for the Contracting Authority, the Monitoring Committee, and, more widely, the general public.
