4th monitoring committee for the New Coastal Road

Each year, the Regional Council, the contracting authority for the NCR, holds a monitoring committee, to follow the commitments made by the Regional Council. During the Committee meeting, a large panel of representatives of various institutions, the civil society and various associations are given an assessment of work carried out and environmental measures taken. This third committee was held at the MOCA and was attended by various persons involved in the construction, as well as actors involved in the training and environmental sectors. Dominique Fournel, an elected member of the Regional Council, chaired the morning’s debates.

What is the role of the committee ?

During the initial process of the project being declared a Public Interest Project (PIP), the Regional Council proactively decided to set up a monitoring committee for the operation, aimed at providing a positive response to the expectations of :

the environmental authority (the Minister for Ecology), who recommended a monitoring committee to include, notably, competent committee members external to the contracting authority, to be regularly consulted on the environmental issues of the project.

the Commission of Enquiry, which recommended setting up the monitoring committee and listed, first of all, concerns regarding an effective participation and, secondly, the mandate of the members who will be elected to sit on the committee and who will be a broad representation of the range of organisations or public structures concerned by the construction of a safe road linking up Saint-Denis and La Possession.

The Regional Council decided to set up the monitoring committee to follow the environmental, economic and social aspects of the construction, notably the planning, safety and employment issues (e.g. training/insertion, access to tender for local companies etc.). The Monitoring Committee, chaired by the President of the Regional Council or his authorised representative, meets once or twice a year, depending on the progress made and ongoing issues.

A RESPONSIBLE CONSTRUCTION SITE THAT PRESERVES THE ENVIRONMENT

The Regional Council has been applying a number of environmental measures and specific monitoring processes, aimed at assessing in a continuous manner the effects of the construction and the effectiveness of protective measures for the environment affected by the construction.

A number of actors have been taking measures aimed at :

  • Monitoring the quality of water
  • Protecting sensitive zones (such as the Lataniers ridge)
  • Protecting marine mammals
  • Reducing lighting (protecting sea-birds)

In 2016, in the context of is environmental protection policy, the Regional Council also intends to purchase land to be protected and restored in the mountain area of la Montagne (the object of an agreement signed with the Conservatoire du Littoral : Coastal Protection agency.
